School Health Profile: Developing health priorities in relation to need

The school health profiling process outlined in ‘A Scottish Framework for Nursing inSchools’ (2003) has been developed for use in schools across Fife. This tool is underpinned by the principles of the Health Promoting School – paying particular attention to the values, aims and characteristics of Being Well Doing Well 2004. It also firmly embeds partnership working within the school and the wider community. As many aspects of health may be more easily identified by the School Health Service, involvement of the school nurse will be crucial in providing a clear and concise picture of the school and its community.

When registering as a Health promoting School, it is anticipated that a collaborative approach to informing the school health profile has been undertaken led by the head teacher or school health co-ordinator and the school nurse. Partnership working and seeking understanding of the school and its environment is essential when identifying priorities and focusing practice where there is clear and identified need. This tool is concerned with ensuring services to children and young people are both focused and appropriate. Each school will have its own profile which reflects the life on that school community. All of the information asked should be available to the school through a range of professionals and partnerships. The School Health Profile should assist schools to meet their key outcomes and objectives as set out in School Development Plans. It should also provide a broad overview of the wider aspects of school health in order to facilitate effective workforce and resource planning which should be integrated into the planning structure of the school. The profile will also identify areas for collaborative approaches to tackling health issues and the wider health improvement agenda. Without a systematic assessment of need, identification of priorities and a plan to address the needs, practice will be unplanned, fragmented and difficult to asses and audit.

The Process

Developing Health Priorities in relation to need

It is anticipated that there will be four phases to Developing Health priorities in Relation to Health Need. The school nurse will play a pivotal role and early involvement will be necessary in pulling the relevant information together for the profile.

Meeting of Health Professionally

This meeting will be organised by the school nurse to discuss relevant health data & identify health service issue for the coming year the School Nurse will then compile a short report based on these discussions. This will include access for screening, immunisations, health promotion and any specific issues which require discussion with other relevant health professionals working with the school population.

School Nurse meets with appropriate personnel.

This information gleaned from the meeting with the relevant health professionals will inform the meeting between the Head Teacher and or Health co-ordinator to discuss the school health service priorities along with other health priorities identified by the school and other professional partners working with the school population. In order for the school to make best use of the school nurse as a resource, it is recommended the school nurse has regular input to your school’s Health Working Group.

These discussions along with the data provided from health will inform the discussion and allow school health priorities to be jointly discussed and agreed for the following year. This can initially be taken for agreement to the school’s Health Working Group. It is recommended that these priorities remain on the agenda of this working group.

Review Meeting

A review meeting should be arranged for the end of the year to review the priorities and agree the process for the next year.

Review process

The review process should allow for positive and difficult ways of working which cannot be overcome at local level be highlighted as appropriate in order for them to be addressed out with the school setting with appropriate agencies or organisations.
